Zavolzhye Industrial Zone is a project of comprehensive territorial development implemented by the Ulyanovsk Regional Government in partnership with commercial organizations. It envisions creating a site complete with all utilities to be offered to potential investors. The first project stage has already commenced, with funding provided under a regional targeted program.  The first tenants of the zone are the companies SABMiller and Mars. In the future, the zone will accommodate up to 10 manufacturers.

The territory is equipped with engineering and transport infrastructure for accommodation of newly created industry enterprises.
