- The development of complex projects for the production and processing of raw materials (for example, the project for the development of Nizhneye Priangariye, which includes establishing a complex large-scale enterprises);
- The development of investment projects, whose implementation is connected with the usage of the state infrastructure that is being established (for example, the strategic projects for the development of heard to get to, remote mineral resources deposits in the zones of laying the pipeline “Eastern Siberia – Pacific Ocean”). Investment support is required for the projects implemented in economically poorly developed regions and regions suffering from economic depression, which will allow creating new jobs and, as a result, improving the living standard of the people in these territories (coal production in Tyva, the development of metallurgic resources in Zabaikaliye, including the Udokanskoye copper deposit field);
- Priority is given to the infrastructure projects for the transportation of oil and gas resources of the deposits located in the Krasnoyarsk and Irkutsk regions to the east for the purpose of expanding the sales markets for the Russian raw materials;
- The realization of the economic potential required comprehensive development of the transportation infrastructure: the railroad transport providing for the transit both between the Asia-Pacific region and Europe and inside the country.
