Advantages:
Undoubtedly, the key advantage is the second largest agglomeration in the country – Saint Petersburg – and its geographical location: it is a neighbor of the well developed countries of the European Union and has access to the key sea trade routes.
The Kaliningrad region holds a special position in the North-Western region, whose economic structure has changed under the influence of the regime of the special economic zones.
The geographic position is favorable for the transit of export products and the development of the import-replacing branches of industry.
Priority development trends:
according to the project "The Concept for Long-Term Social and Economic Development of the Russian Federation" for the period until 2020.
  • Saint Petersburg has a great potential as the center of innovation, information technologies, scientific research and practically applicable research, high technology production; there is growth of the concentration of the financial, banking and educational services. In the medium-term perspective, the potential for the development of the agglomerate of Saint Petersburg will be expanding to take over the entire territory of the  Leningrad regions, as well as the adjacent areas of the Pskov and Novgorod regions;
  • The perspectives of the industrial growth are connected with high technology import-replacing branches of the processing industry, shipbuilding, automobile industry, instrument engineering and electrical engineering, as well as chemistry, timber processing, and food processing industry. In the medium-term perspective, the production of automobiles and car components, bio-pharmaceutics may be among the leading industries provided they are modernized with the investments put into their development;
  • It is necessary to develop the transportation system of the Saint Petersburg agglomeration, the formation of transportation-logistics points, the construction of the Western high-speed highway diameter in Saint Petersburg;
  • The construction and reconstruction of motorway approach ways to sea and river ports, airports, and large transportation point aimed at the increase in the capacity of the existing sea ports on the territory of the North-Western federal district.
  • The recreational potential is considerable and various: Saint Petersburg, the Novgorod and Pskov region and Karelia form a historical-cultural cluster, the natural landscapes of Karelia and Valday are the basis for the development of ecological tourism, the zone of the Gulf of Finland and the Kaliningrad region have the potential for the development of seaside recreation sphere.
