Ministry for Economic Development and Trade of the Russian Federation is a federal executive authority tasked with developing a government policy and performing legislative regulation in spheres of: socioeconomic development analysis and forecasting; promoting entrepreneurship, especially small and medium business, exports and imports, trade, proprietary relations, handling bankruptcy and financial restructuring of organizations, land relations and territorial zoning; economic development of constituent entities of the Russian Federation and municipalities; investing, including with the use of resources from the Russian Federation Investment Fund; drawing up international and federal targeted programs, developing and implementing ministerial targeted programs; preparing a summary report on the results and key activities of the Russian Government in 2006-2008; creating and ensuring the functioning of special economic zones on Russian territory; mobilizing the Russian economy; managing the state reserve; forming the governmental defense order; procuring products and services for governmental, municipal, and business needs.
